LOCAL PLANNING AGENCY MINUTES |
Meeting of February 20, 2008 |

1. CALL TO ORDER: Pursuant to proper notice, Mayor Epps called the meeting to order at 6:00 p.m. in the Council Chambers at 4300 South Atlantic Avenue, Ponce Inlet, Florida. |
2. PLEDGE OF ALLEGIANCE: Mayor Epps led the attendees in the Pledge of Allegiance. |

4. ADDITIONS, CORRECTIONS, OR DELETIONS TO THE AGENDA: None. |
5. APPROVAL OF LOCAL PLANNING AGENCY MINUTES – JANUARY 30, 2008. Councilmember Hinson moved to APPROVE the minutes, seconded by Councilmember Goudie. This motion PASSED 5-0 with the following vote: Councilmember Sturno – yes, Councilmember Hinson – yes, Vice-Mayor McCormick – yes, Councilmember Goudie - yes, and Mayor Epps – yes. |
6. PRESENTATION FROM LASSITER TRANSPORTATION GROUP, INC REGARDING TRANSPORTATION ELEMENT UPDATE / TRAFFIC STUDY. Sans Lassiter, President of this company gave a presentation via the attached PowerPoint on the methodology behind this study. This presentation is not representative of the results, as the analysis of the data they gathered is still underway. Ms. Konchan stated that they are waiting the see the results for the anticipated build-out analysis as part of this process. It was noted that the Town had not done a transportation study since the 90’s, when three were done to support that portion of the
comprehensive plan. The contract with Mr. Lassiter to include the scope of work is attached. Mayor Epps opened for public comment. Constance Hunter, 4329 South Atlantic Avenue, stated that the County was supposed to do this for the past year and a half and when they did it in 2007 the Town was near their maximum. She stated the County did not gather data on the weekends though. Mayor Epps closed public comment. Mr. Lassiter assured that his data included weekends and noted that the County does this annually and they will be comparing their data as it should be similar. |
7. PUBLIC HEARING, ORDINANCE 2008-01, PROVIDING FOR LARGE SCALE AMENDMENT TO THE COMPREHENSIVE PLAN. This item was not addressed at this meeting. Ms. Konchan noted that the final changes to the Capital Improvements Plan support document and the Transportation support document to include the results of this study will be ready in time for a March 12th meeting. They anticipate the LPA will be able to approve sending this to the Town Council for a transmittal hearing on March 19th. By consensus all agreed to reconvene as the LPA for continued discussion of the comprehensive plan on Wednesday,
March 12th at 6:00 p.m. |
