LOCAL PLANNING AGENCY MINUTES |
Meeting of June 9, 2008 |

1. CALL TO ORDER: Pursuant to proper notice, Mayor Epps called the meeting to order at 6:35 p.m. in the Council Chambers at 4300 South Atlantic Avenue, Ponce Inlet, Florida. |
2. PLEDGE OF ALLEGIANCE: Mayor Epps led the attendees in the Pledge of Allegiance. |

4. ADDITIONS, CORRECTIONS, OR DELETIONS TO THE AGENDA: None. |
5. PUBLIC HEARING ON THE EVALUATION AND APPRAISAL REPORT (EAR) OF THE TOWN COMPREHENSIVE PLAN – CONTINUED FROM MAY 21ST, 2008. Ms. Konchan stated that this item was introduced at their May 21st meeting but due to the too the late hour they postponed discussion of it until this meeting. They have now had this report for approximately three weeks for review and she went over her staff reports which outlined chapter by chapter the context of the report (see two staff reports attached). Councilmember Goudie noted several observations which he felt were not accurate; in summary of these, the report
states that we undertook this process to follow the vision when he believes changes were made which are contrary to the vision. Vice-Mayor McCormick noted in Chapter 5 on pages 33 a statement which appeared to no longer be accurate – however they are for the plan currently in affect but adding “by adopting the manatee protection plan” to better that the town has adopted the County boat facility siting plan… The issue of non-conforming structures throughout town was mentioned and Ms. Cassady explained they may address these dependent upon the November referendum. Councilmember Sturno stated that at least two-thirds of the town is non-conforming so they must address this. Mayor Epps opened for public comment. Constance Hunter, 4329 South Atlantic Avenue, referred to how the County handled the traffic study – not taking weekends into account. Mayor Epps stated that the town did their own study as part of this process and
weekends were analyzed as well. Mayor Epps read Barbara Davis’ letter into the record (attached). Ms. Konchan responded to a couple of points within it. First, the statement that there is no reason to change the 2003 comp plan when in fact their have been literally hundreds of amendments badly needed throughout and only a couple of controversial areas. Second, the statement regarding expanding evacuation times comes from not realizing that there is now an entirely different definition for evacuation. It is no longer considered to be just getting over the bridge but rather the amount of time it takes for the last vehicle to reach either Orlando or Jacksonville. Mayor Epps closed public comment. Vice-Mayor McCormick moved to APPROVE recommending to the Town Council that this Evaluation and Appraisal Report (EAR) be approved, seconded by Councilmember Sturno. This motion PASSED 5-0 with the following vote: Councilmember
Sturno – yes, Councilmember Hinson – yes, Vice-Mayor McCormick – yes, Councilmember Goudie - yes, and Mayor Epps – yes. |
6. ADJOURNMENT. Mayor Epps adjourned the meeting at 8:10 p.m. |
